Graham Sanctioning Russia and Iran Act of 2026, a sweeping sanctions package targeting Russia's energy exports, financial system, and key officials involved in the war in Ukraine. The legislation, dubbed the "sanctions from hell" by American press, authorizes further sanctions and tariffs against Russia while extending punitive economic measures against Iran for five years.
The bill targets Russian officials, banks, and a fleet of shadow tankers that transport Russian energy, aiming to weaken the Kremlin's war funding and push for negotiations in the Ukraine conflict. It passed the House of Representatives this week after clearing the Senate early last month.
The legislation calls for the president to impose tariffs of up to 100 percent on the top five Russian export categories, per The Hill. The bill also locks in punitive economic measures against Iran, which Senator Lindsey Graham, who died earlier this year, had long championed as a critic of both Russia and Iran.
The sanctions represent one of the most aggressive US economic measures against Russia since the Ukraine war began, expanding statutory authorities and prohibitions. The White House statement confirmed Trump's signature on the legislation.
